Board of Directors
Your SkillsUSA South Carolina Board of Directors is comprised of dedicated professionals from across our great state. Their combination of experience in the workforce, Career and Technical Education, and SkillsUSA is continuously providing all our members with high-quality representation.
Your board is consistently seeking out ways to eliminate the skills gap and expand the number of qualified candidates in the industry pipeline, educated in the Palmetto State.

Joseph Chapman - State Executive Director


Joseph Chapman is a graduate of the University of South Carolina and a former Deputy Sheriff at the Richland County Sheriff's Department (11 years). In 2017, he became involved in Career and Technical Education as a teacher and SkillsUSA Advisor. In 2018, he became the Lead Advisor at his local chapter, leading them to multiple Model of Excellence recognitions. Joseph was named the 2020 SkillsUSA National Advisor of the Year and then the 2021 Teacher of the Year at his school. In Fall 2021, he was named the State Director. Joseph is also one of a handful of facilitators for the SkillsUSA national office.

Terry Cox - Chair


Terry Cox has served as the Chair for the SkillsUSA South Carolina Board of Directors since 2022. Terry is also the Special Programs and Athletic Activities Coordinator at Carvers Bay High School in Georgetown, SC.
Waylon Ulmer - Vice Chair



Waylon Ulmer has served as the Vice Chair for the SkillsUSA South Carolina Board of Directors since 2022 and is the immediate past-chair. Waylon is also the Welding Program Coordinator and Welding Instructor at Orangeburg Technical College in Orangeburg, SC.
Megan Hall - Secretary



Megan Hall is a SkillsUSA Alumni and former SkillsUSA South Carolina State Officer (2020-2021) before joining the board in early 2022 as a Business and Industry Representative and one of two State Officer Coordinators. Megan is the owner and CEO of More Than Esthetics in Greer, SC.
Kimberly Jones - Finance Director



Kimberly Jones has served as the Finance Director under multiple State Directors and also serves as a South Carolina Career and Technical Education Administrators Association Representative. Kimberly is also the CTE Director at Union County Career and Technology Center in Union, SC.


Crystal McGee - Region 1 Representative

Crystal McGee is a Cosmetology instructor at the Anderson Institute of Technology, in Anderson, SC, and has served on the Board of Directors since Late 2021.
Belinda McEachern - Region 2 Representative



Belinda McEachern is an Education Administrator at Pine Grove Youth Academy in Elgin, SC. Prior to this, she spent time at Blythewood High School and the SC Department of Juvenile Justice as a CTE Instructor.
Belinda is also the President of Black in Technology - Columbia.
James Baxley - Region 3 Representative



James Baxley is a PLTW Engineering Instructor at Advantage Academy in Florence, SC.
Tracey Scoville - Region 4 Representative



Tracey Scoville is a Building Construction Instructor at the Orangeburg Career and Technology Center in Orangeburg, SC.
Steven Watterson - SCDE Representative



Steven Watterson is a long-standing member of the Board of Directors as a SC Department of Education Representative. He continues to serve the state at the SC Department of Education as an Education Associate. Specifically, he covers the following clusters: Architecture and Constructions; Law, Public Safety, Corrections and Security; Manufacturing; Sciences, Technology, Engineering and Mathematics (STEM).
B.T. Martin - SCDE Representative



B.T. Martin is a long-standing member of the Board of Directors as a SC Department of Education Representative. He continues to serve the state at the SC Department of Education as an Education Associate. Specifically, he covers the following clusters: Arts, Audio-Video and Communication; Science, Technology, Engineering and Mathematics (STEM); Transportation, Distribution and Logistics.
David Prigge - SCCTEA Representative



David Prigge has served on the Board of Directors since 2021 as a South Carolina Career and Technical Education Administrator's Association Representative. This is David's second stint on the Board of Directors. He is the current CTE Director for School District Five of Lexington and Richland Counties.
Shane Isbell - Business & Industry Representative



Shane Isbell joined the Board of Directors in July 2022 as a Business and Industry Representative. He is a former Instructor and Program Manager at Greenville Technical College. Shane currently is the owner of Prestige Collision Services in Greenville, SC.


Robert Sharpe - Post-Secondary Representative

Robert Sharpe joined the Board of Directors in Julye 2023 as a Post-Secondary Representative. He formerly was the Building Construction Technology instructor at Lexington Technology Center. Currently, Robert is the current Building Construction Program Manager at Midlands Technical College - Airport Campus in Columbia, SC.
Alexandria Cherry - At-Large Position



Alexandria Cherry joined the Board of Directors in July 2022. She currently is the Digital Art and Design Instructor at Golden Strip Career Center in Greenville, SC.


Douglas Walker - At-Large Position

Douglas Walker joined the Board of Directors in July 2022. He is currently the Electricity Instructor at Hannah-Pamplico High School.


Jason Warren - At-Large Position

Jason Warren joined the Board of Directors in July 2022. He is currently the Graphic Communications Instructor at Fairfield Career and Technology Center in Winnsboro, SC. Jason previously served with SkillsUSA North Carolina and still assists with their state conference. He continues to assist SkillsUSA Nationals as well on committees and at the national conference.


Savannah Phillips - Alumni Representative

Savannah Phillips is a SkillsUSA Alumni and former SkillsUSA South Carolina State Officer (2020-2021) before joining the board in early 2022 as an Alumni Representative and one of two State Officer Coordinators.


Isabella Plyler - Alumni Representative

Isabella Plyler joined the Board of Directors in July 2023 as an Alumni Representative. She has experience at state and national level events. Isabella heads up the SkillsUSA South Carolina Alumni Association, Courtesy Corp, and Social Media.
Dr. Eleanor Glover Gladney - Member Emeritus



Dr. Eleanor Glover joined the Board of Directors in July 2023 as a Member Emeritus to advice and assist the Board of Directors and Association due to her vast knowledge and experience. She serves the state at the SC Department of Education as an Education Associate and Program Team Lead. Specifically, she covers the following clusters: Arts, Audio-Video Technology and Communications; Education and Training; Hospitality and Tourism; Human Services/Family and Consumer Sciences; Science, Technology, Engineering and Mathematics (STEM).
